The client's deadline does not wait, the crew is on the clock, and when the wait grows long enough the mission goes to a van, a manned aircraft, or nowhere at all. That substitution is a price signal. It is also invisible in every administrative record, because the flights that were never filed leave no trace.

The Waiting Price builds a staggered difference-in-differences study around changes in the approval clock — one-stop portals, exemption zones, revised processing rules — with the operator's choice of mode, including the choice of no mission, as the outcome. It explains what queueing, permitting, and mode-choice research have shown; why lead time is a price and why operators substitute away from it; what to measure and which clocks to log; and four ways to get it wrong, from treating lead time as exogenous to coding abandoned missions as missing. Chapter 6 states what would confirm the claim and what would refute it before a single lead time is logged.

The reader leaves with a lead-time worksheet — policy event log, application clock log, mode coding table, pre-trend check — and the registration template as it will be filed.
