Purpose In order to better align the request and matching process associated with mutual aid, national mobilization, and qualifying efforts, the Florida Division of Emergency Management (Division) has developed the All-Hazards Incident Management Qualification Standard Operating Guide (SOG) for the Type 3 All-Hazards Incident Management Qualification program. The focal point of the qualification process discussed in this guide is the Authority Having Jurisdiction (AHJ)—in this case, the Division—which is responsible for the development, implementation, and maintenance of the qualification procedures discussed in this guide. It outlines the process to qualify individuals within their field of expertise, training, and experience level in relation to the All-Hazards Incident Management Teams. The statements and descriptions referenced by this guide are considered the minimum personnel qualifications that are established for intrastate mutual aid and national mobilization purposes under the National Incident Management System (NIMS). The positions listed include Command and General Staff and roles or positions identified within several disciplines that are frequently called upon during an emergency.
